         The Defense [urplus ales Office (DSBO), Itildelphis Pennsylvania,
     by sales invitation flo. 1-3007 requested bids for the purchase of
     various items, including item 21 which consisted of eighty'seven block.

     no 4v  per unit, The twenty-four bids received by bid opening on
     Auguat 1, 1972, ranged from one dollar each to Winer's bid of 446.95

         On Avu..ust 8, 1972, Uiner advised the sales cortntreting officer
    by tolepone that a maotake hod been made in the sale price sice it
    had bid $18.95 per unit. Prior to bid opening, by a telegram dated
    July 31, 3972, Winor made several bid modifications including an
    increase to be added to its oxrir.inae2 bid of 115,n5 per unit for item
    21. The telegram dlivered to DSO ohoiod en increase of *3. per
    unit for item 21 rather than an increase of 43.00 per uit alleged
    by liner.

         On Aucuat 9, 1972, a Duplicate and Corrected copy of Winer's
    oriinal telegram of July 31, 1972, ire received by D380 correcting
    item 21 to shoy an increase of 61300 per unit. Weten Lb 4ng eon-
