 Dear Mr. Cavanauht

      We refer to your letter of February 12, 1973, 1th enclosures,
 requesting a decision concerning vhether a $260 Voterans Adainistration
 home loan origination charge, claimed on a voucber.mubuitted by
 Hr. Jerome L. Kajctenski, an employee of the Department cf.Commrce,
 may be alloweds. The expense was incurred by the suployse il connection
 with a permanent change of station from Austin, Texas, to Denver,
 Colorado, in January 1972.

      Tou questicO whether this expense could poms17 be cousidered -
 an expense customarily paid by the purchaser of a residence tn the
 Denver, Colorado area so as to com within the purvLew of section 4.2d
 of Office of Hanacmant and Budget (01M) Circular No. A-56, revised
 Auguur 17, 1971, a an allowable expense.

      Prior to the June 29, 1969 revision of CM Circular No, t-56, ser-
 vice fees such as Veterans Administration n.'diag fe. or loan origina-
 tion charges were authorized expenditures ior vhich the purchascr could
 be reivbursed. Our decision, -169740, May 28, g1971, concerned ouch an
 expenso that occurred prior to the aforementioned revision of 0MCir-
 cular o. A-56. The revision, dated June 99. 1969, removed loan oriet-
 nation fees from tits lsting of rehbburseble expenses and prohibited
 reimbursement of expenses that are determinco to be part of the finance
 charea under the Truth in Lending Act. Our decision U-160674, Febru-
 ary 10, 1970, and publisuhed us 49 Coup. oen. 483 (1970), cited by you,
 concerns an expenditure made after the 1969 revlsion and accordingly
 we determined not to be reimbursable.
