       (DUA) contract Uoe DS410,-700-20$6 with Interstate Manufacturing
       Corporation, iltghe!piret Pemcylvania.

           The baiis upon ich you seek reconsidention of the decision
      of December 20 to   letter dated June 23, 1971, from the Plant
      Clearance Officer. of the i'D' s Defense Contract Administration
      Services Dentrict (DCALS), Ezrtford, Connecticut, remnesting
      Prentice Coxration, pumrmrut to applicable rogutions, to pre-
      pare for  hipment to the Defense Depot, .'eheiocburg, Pennsyl-
      vania, the termination inventory upon which the claim was
      predicated.

           You oonte.d that since the letter of June 23 made no mention
      of Interstate lanuftcturing Corporation, and in no i.xy put Prentice
      on culficient notice th.at it was dealing with any entity other than
      an LaeCy of the United $batoes Oovernmtnt, the letter gave rie to
      a new contract botween DSA and Prentice, Otherwise, you ay iit was
      incumbent on the Ooverment to have informed your client that it
      ould have to Look to sie other party for payment for the inventory
      shipped puramtt to that letter.

           We cannot agree with the import which you assin to the letter
      of jne 23 from the Plant Clearance Off±ler. Your letter of April 16,
      1971, advised the nency that you had cubmitted your inventory claims
      to Interstate for vrocesaing. The letter of June 23 merely provided
