 I n. (CSI), uJer invitation for bids (IFID) DEM 700-73- -.2751,
 isaued by the Defense Construction Supply Center (7DCSC), Columbus,
 Ohio. Tor reasons c=plaJne. below, yoew protest is deunid,

     The subject IF!, as amended, eplicited bids on a quantity of
1430 tube and pipe fittingj %id. Three bids were recorded at the
hid openint ald on 'ay 3, J1073, at 10:30 a.m. These bids and
amrnts were receivad from the folloin s fmqt' Frank & Warren,
Inc., 460.88 per unit; Imperial-Zastman, Inc., $68.76 per vit;
aS IMndeco Corp., $87.00 per unit, CSI%, telearaphLe bid was
received at DCSC at 7:55 a.m., oa hay 8, 1973, 2 hours and 35
inutesm prior to bid opeming, but was not delivered to the bid
openingn roou in time because of delay attributable to Covernnent
ntshandlinc. Thereafter, the Govermuent rtltfied al bidders by
telegraphic comnnicatton of the late receipt of CSI'e bid end of
the determination that it was, nevertheless, for consideration.
The low bid of Franh & Marren, Inc., vas rejected bucause of thu
bidder'o faflua to acknowled-e an a-ndment. DCSC, on July 24,
1973, a rardad t h contract to the next 1o.1 bidders CSI, at y68.75
per uit.
