     We reftar to your correspondene dated July 23 and August I
1973, protesting against the cancellation of invitation for bid.
(IFB) HIo, D1fA600-73-B-0270, and resolicitation of bide under IF
Ho. DSA600-4-B-0046, by the Defense Fuel Supply Center (Center),
Camron Station, Alexandria, Virginia.

     The initial InvitAtion was issued May 9, 1973, for the opera-
tion, maintenance and protection of the Governnent-owned petroleum
terminal at Searoport, ?aine, and au aended, included the Fair
Labor Standards Act-Price Adjustment clause, The ivivitatlon in-
cluded a Department of Labor Wage Determination which provided for
a minriaou wase of $2.42 per hour for guards and wntcten. Bids
were opened July 10, 1973, and the following annual bid pric.
