archeology and culture.  The Assistant Secretary odvises that tiE
program is authorized under the provicions of Title I of the H{storic
Preservation Act of 1966, 80 Stat. 915, 16 U.S.C. 470, et co,4.

    The Historic Preservation Act of. 1966, Pub. L. 69-665, 80 Stat,
915, 16 U.S.C. 470, is docianed to provide Federal assistance up tc.
50\percent of, the cost of the development of coinprchcnoiva atatet'ide
hIb tortc surveys and plans and up to 30 perceut of the fotal coot of
hfdtoric preservation projects.  The act also provides that no grant
mY be made for ray survay or project under tho act wiLth rorpoct to
which financial assistance has been given or promised undar any other
Faderal lrnoram or activity.  Speefc.ally, sections 103(a) and 104(a)
provide:
