   Dear ir:

        Thli is in reply to the letter of your Acting Dirrctor of
   Industrial Relations,  r, R. H. Britten, reference (170) 4S50,
   dated N4oveuber 28, 1973, to the Seattle Regional Uansgor of the
   U. S. General Account.ng Office, requesting our decision as to
   Ohether payment may be made to Hr. Richard Lo Bibber, for the
   cost.s he incurrud in trcvel and transportation of his household
   goods from Rye, Hew 1laphire, to Bremerton, Washington, incident
   to reporting to his first duty station.

        The information of reccrd shows that Hr. ibber was recently
   hired by the Puget Sound Shipyard as a Nud.lear Engineering
   Technician, CS-802-9. During his pre-enplo)ment interview he was
   informed by those in authority that his travel and transportation
   expenses to his first duty station in DremorLon would bc paid
   by the Puget Found Norval Shipyard if he accepted an appointment.
   With such underctanding Hr. fibber accepted the appoinunent, and
   entered upon duty at the Shipyard on October 18, 1973.  Upon
   arrival, he filed a claim for reimb:irsement of his travel and
   tranSportation expenses and was informed that since Nuclear
   Engineering Technicians had not been declared a manpouer shortage
   position by the Civil Service Corission, the Shipyard was unable
   to reimburse him for these expenses. ,. copy of that claim was not
   forwarded with the sukaission.

        Theieafter, the Civil Service ConrnisSion was requested on
   November 12, 1973, by the Shipyard to review the facts of this
   case and place the pocition of luclear EnGineering Technicibv,
   GS-802-9 in the shortage category classific&tion,  In their letter
   of Hovember 20, 1973, to the Shipyard the Cotcission's Seattle
   Region stated:

             We have reviewed the recruiting situation for
        Nuclear Engineering Technician positioas avti find that
        this position is in fact a shortage ctegory position.
        Thts was also true when Mr. Bibber was rccrutted and
