           Dear Dr. letcher:

                Reference is mado to a letter (your reference KDP-3) dated
           February 21, 1973, with enclosureg, from the Director of Procure-
           merit, submitting a report~ot thq request.of -Hitchel. Caera Company
           for reforation of contract) AS3A-16705 in the amount of $1,430
           based on a mistal:e alleged'after award of the contract by JASA's
           Lewia Research Center.

                This procurement wan negotiated on a cole-source basis and
           provided for the repair Lnd improveont of two ?fonitov 16=m cameras.
           The statement of work for each camera provided for the installation
           of AQ,/D.C. motor and associated conl.rols and isolated dual
C          timing lightu.  The cameras were forwarded to the manufscturer,
           Mitchell Camera Co., together with a copy of the oolicitation in
           order that Hitcholl night inspect them to determine the parts and
           labor required to accomplish the work. Mitchello submitted its pro-
           posel on Juno 15, 1972, in the amount of $1,684.40 (Parts $914.40,
           Labor $770.00) for Item No. 1 and $1,506.55 (Parts $758.55, Labor
           0748.00) for Item No. 2, On June 26 the contracting officer by
           telephone requested a dotailod breanhdmn of the cost of parts and
           labor, ll parts prices were verified against the Mitchell price
           listo in the possession of the Plnn and Source Office; the reason-
           ableneso of the lnbor charges were verified by the flead of the
           Motion Picture Section. On this basis, the contracting officer
           found the total pricG to be justifiedand U±'tchell was awarded the
           contract.

                The contractor submitted the cameras on August 15 and August 23,
          but both were rejected on September 1 because they did not hIve tse
          A.C./D.C. motor and controls and the timing lighto installed ti
          required by the contract.   Upon rejection, Mitchell .Ileged that
          they had misralenly omitted the cost of these items in making their
          original entimto, and they confirmed their allegation by letters
          dated September 14 and Novober 8, 1.972. Mtchell cubeequently
          cotpleted Clte repnirs on the cameran.
