                Reference ie made to letter Lll, dated February 23, 1973, with
           enclosures, from the Deputy Chief, Cvntract tVanagcsent Division,
           Directorcte of Procurement Policy, Deputy Chief of Staff, Systems
           and Loistics, vhich reported on the ptotest of R & U Contractors,
           Inc. (R & R), against awards to rny otber bidders under Anvita:ionu
           for bids (IFS'o) F09607-73-B-0O22, -0025l and -0040, isoed at Moody
           Air Force Bace, Georgia.

                IFB -0022 yas issued October 16, 1972, Xor aircraft refueling/
           defueling and service station operation aerviee; II3 -0025 vas issued
           November 15, 1972, and called for photographic services; and IFB -0040
           was issued lovember 17, 1972, calling for vehicle opcratione and vehicle
           maintcnance cervices. In each IM, paragraph 26 of sectiott C, Cwolici-
           tation Instructions and Conditions, provided:

           Award, vhtch stated in  nnall print:
