             Mr. Travis' veocear which you euclosed states a        for raiburse-

              It Is not entirely clear from the submission whether the trausporta-
   *ton officer Ivolved in the exercise of his authority under paragrap4
 C1020-1, IT!., regard. travel as performed by Mr. Travis as travel v:i*a
         usually traveled or direct route, or, whether he has determined that
         such travel vas via an iudirect route for the convenience of the traveler.
         If the lattec determination has been made reimburseaent would be proper
