        Dear Hr. Secretary;

             Further reference ism ade to letter dated Octvbev 26, 1972, from
        the Assistant Secretary of the Air Force, Hanpower and Reserve
        Affairs, requesting a decision as to whether this Office would object
        ito amending the Joint Travel Reg%datious to provide for the adv&~ce
        return of dependents of wae)ars ot the uniforamd srvices at Govern-
        sent expense fror overseas to the VIited States due to the lack of
        suitaple recreational activities an acceptabl   enpoyment opportu-
        nitie for depeudent. at overseas stations. The request has been
        signed Control Ho. 72-51 by the Per Diem, Travel and Transportation
        Allowance Co=ttee.

             Thi Assistant Secretary indicates that because of I1afted Job
        opportunities and a lac  of recreatiou4 activitieB, famlies fre-
        quently discover that certain overseas arass do not provide suitable
        evironnent for dependent children over 18 years of alle. Thus, the
        Assistant Sncretary indicates, because of £dl. tins, some dependents
        becoza invol.ved with narcotics and drugs thereby creating onbarrassiag
        situationas for the United States, Further, h states, ome dependents
        in this category cause additional administratiya probluma because of
        truancy, vandalisrn, and other instances of sociutal protest. The
        Assintaut Secvetnry also notes that if a member's dependents are
        unhappy in 07LT85aU areas, for whatever reason, their mtsery has a
        direct impaci: and bearing on the nwber's duty perfoiranca and morale.

             For t1horo reasons the Assetstat Secretary asks whether we vould
        be required to object to amending the Joint Travel Regttlttionm to
        authorize the advance return at Govornment expense ofe nmnbers' depet-
        dents under the circumstances discussed above. The proposed anndiant
        would be an b&Cditional condition under paragraph N7103-2 of the regula-
        tiono, which Lists the types of cases and conditions ua-ier which such
        advance travel of dependents is authorized.
