Gentlemen:

    By letter dated August 20, 1973, and prior correspondence,
you have protested on behalf of ITT Gilfilian (ITT) against the
proposed awara of a contract to hughes Aircraft Company (Hughes)
under Request for quotations (RF ) DAAB07-72-Q-0220, issued on
february 15, 1972, by the United States Army Electronics Command
(=1-1) , Fort Monmouth, New Jersey.

    The proposed procurement calls for five each Mobile Mortar
Loca~Lng Rzaar (PLR) AN/TPQ-36, Lngineering Jeveiopmen. Kodels,
end ancillary items, on a cost-pius-incentive-fee (CZ.IF) basis.
Ln tIrch 30, 1972, four offerors responded to the RFQ (IT, Hughes,
 o   orporalion of iAerica (RCA) and -eneral Liectric Cocapany (GE)).
iroposals were evaluated and, based upon a reporz dated April 28,
'372, it was determined that ail proposais, incLuding that of 17,
v-re within the zone of consicera:ion and eligible for negotiations.

 72, th closing date for negotiations and subi.aission of best and
  nld offers, all off erors submi-ted revised proposals. Technical
    cGa;- evaiua -ions oE the reviseu proposals were conaucted and on
'-unl 2, 1972, the contracting officer determined thaz the award
-ould be wade to Hughes.

   On June 22, rCOAr was notified by RCA of that firmi's protest
C---nE5 the proposed award. As a result of that protest, and those
-   2t~ed by G; and ITT, ECOM has withheld the proposed award uncil
.   issues raised by all the protescers are resolved.
