         The authority of thin Office to issue advance decisions to ceartifying
    officers is limitad to questions involved in a specific voucher presented
    to then for certification.  31 U.S.O* 82d; 26 Camp. Can. 797 (1947).
    Accordingly we are treating the Instant s---bmiasion. as a request for a
    decisiou irnr you under 31 U.S.C. 74. See 51 Coop* Gen. 701 (1972.) and
    47 id..70 (1967).

         It is stated in the letter of July UL, 1973, that a review of over-
    ti&paymte ntade by the Bureau of Hines during calendar years 1970,
    1971, and 1972 hoe hihlishted sooe payente iwhich may be in violation of
    the reuhationa in the Federal Personnel Manual Supplement 990-1,
    Book III, section 550.112(e). These regulations specify conditions under
    which an employee in a travel status away frcm his oificial duty station
    may yeceive overtame pay because the travel :a considered as hours of
    employment.
