              We reer to a letter dated Septaear 7, 1973t with enclosures, from
         the Acting General Counel, furnishing a report an the request of Tangle
         and Little, Inc., for relief in ccmnetion with an error al.eged to have
         been made In its oral quotation upon which purchase order UNo. 30854 i
         based.

              On April 18, 1973, Taagle and Little furnished a telephonic quotation
         of $5,382 for the production of 1,000 copies each of two books of ?ainte
         nance Requiravents Cards (plus offoet file nogativan) for the Departmmt
         of the Ziavy, CIPO Jacket Uo, 736-561 The two other talcphonic quotations
         were in the amounts of $9,732.63 and $10,956 and the CPO estimate was
         6,065.24. It is raported that because of the disparity betweon the
(        quotation from Teagle and Little and the GPO estlnate and other quotation,$
         the corporation rwn-9 contacted by telephone the nama day and requested to
         confirm ito talephonic quotation; that Tcagle and Little, without the        t
         benefit of a copy of the specifications, orally confirmed its quotation;
         and that on April 19, 1973, purchase order Ho. 30854 was tcaued to Teagl
         and Little calling for delivory of the fainteusnca Requiremento Cards.

              Upon receipt of the purchase order and writton specification, Tangle
         and Little allezcd that it had made an error ir its telephonic quotation
         in that it did Tot consider and include the stout of collating the printed
         rauterials into books and sets. The corporativu has requested that the
         contract price for the printing work be incrooaed by $1,920 to cover the
         cost of hvnd-gatertin thu books of Maintenuance Requiraenta Card nuto
         vats. In support of its allepatioa of error,, the corporation oubmAtted
         its original Ikorkshct which does not show a price for had-gathering the
         books of cards Into seta. Alno, it submtted a rev.ied eotinato shoot for
         the onitted iork, In an affidavit dated July 25, 1973, a reprasontattvo
         of thu cprporatiou stated that £olloring the telephonic quotation to GPO,
         a. follow-up bid, a copy of ihich has been furnished, was ailed by the
         corporation on April 18, 1973, which did not include a price for hand-
         gotherin, into seta.
