          The Bureau of Idtfnes hired Mr. Cans as a General .chdulh
     employee under n temporary appointmant not to exceed Hay 2 1970M,
     which %-%s ubject to a total eployment limitation of 700 houro sH
     prescribed by t:he Civil Service Couaiaeton under 5 (MR 316.402(a).
     In addition to the holidayu which occurred during hie period o.
     eployment, Mr. Oun   spent 700 actual hours on the job. You have
     vubmitted a voucher on Hr. ane' behalf for 4127.77 which you say
     is due him if paid holidays should not have been counted toward
     the 700-houre plo3ynt tine limitation.

          In discussing temporary employment, Federal Persomal ifan,'
     chnpter 16, puranraph 4-7 states that the torm 700 hours ueiut,
     700 actual work hours regardless of whether the work is perforned
     on a  nrt-tlme, full-tits or overtime bnsis. Loave, with or with-
