           cornpensatio~7~or the period from January of 1959 to July 1, 1966, for pre-
           liminary an4 postliminary duties porfonied w hilo employed by the keneru1
           Services Adnatnistration (GSA) no a security policeman at the Albuquerque
           Operations Off;'ce, Atomic Energy Corm~ission.

               Your climt initially filed iflth this Office on January 27, 1969,
          was diuallowed by Sattleiment Certificate dated ?Larch 19, 1969.  That dis-
          allowance was pedicated ona the fact that perfornance of the duties
          Involved had never been nutbhorized or approved by an official having
          authority to authorize nd approve overtir.m. ClnirA of other guard mneri-
          bers which were oubnitted with your claim were u.iilarly disnallowed.
          Those settlements were later reviewed pursuant to a cowaresaional request,
          howeWr, no basis was foiud to alter the acttons taken,

               These preliminary and postlicmncry duties for which overtime
          compensation is claiiied are chan~ting into .ni out of uniform, picking
          up and replacing bolt, arruunition aid re.vol..r, stunding inspection for
          physical fitness, receiving special instructions and assigntients, and
          walking to your assigned Guard pont.

               During the period of the claim guards welt. under the jurisdiction
          of the GSA which furnishad gcurey guard servLce for tho Albuquerque
          Operations Office. Guards employed at tnat oto:ion were assigned to
          8-hour tours of duty without a nonpaid lunch bnk. In order to pro-
          vide continued coverage at each guard post, guardo were required to be
          at their assirned posts ready for duty at the timo desiptated for the
          beginning of their ahist.  Althouah the guards wore alloved to war
          their basic mifors botveen work and home thw: icre required to keep
          their caps, badges and bolts, as velt as thoir ravolvers and ammunition
          at a central location in the Albuquerque Operations Office inatallntion,
          The GSA has reported to us that the guards would normally sijn in at the
          front gate before the beginning of their chifts so that they could walk
          to the central location, obtain uniform items and weapons and receive
          special inntructions at that place vid than walk to their assigned posts,
