      Dear Hr. Washington:

          We refer to the letter of August 10, 1973, fron Ur Donald li.
      Winberg, Chairman, Police and Firements Retirement pad Relief Board,
      in which ha raised certain questions rogarding the Policemen and Fire-
      men's Retirement and Disability Act, approved Septenber 1, 1916, 39 Stat,
      710, as arendnd, nuw codified at sections 4-521 to /535 of title 4.
      District of Columbia Code. Hr. IWeinburg was npecifically concerned with
      whether certain nenborn of the United States Secret Bervice are entitled
      to coverage under the provisions of that act,

          Section 4-522 of title 4, D, C. Code, provide as follcrasw

              Iwhencver any menbor of the United Staten Secret
          Service Division has activoly perfo~rred dutico other
          than clerical for ton years or more directly related
          to the protection of the Prosident, such nember
          hall beo authorized to transfer all funds to his credit
          in the Civil Service Retirement and Disability Fund
          continued by actions 0331(5) and 8348 of title 5,
          U.S. Ccdop to the genernl revenues of tho District
          of Colunobia and aftor the transfer of such funds
          the ealary of such nenbor shall be subject to
          tes ame 'dedutiot for credit to the general
          revenues of the District of Colurbia as the deduc-
          tions from salartes of other mnbere under see-
          tioun 4-521 to 4-535, and he sball be entitled to
