          We rtlar to your letter dated Ansunt 7, 1973, an behalf of
     arangEr Auoeiatee (Granger), requesting reconsideration of our
     decision 1-178192, July 27, 1973, upholdiug the protest of
     Technology for Communicationm Internat'oonal (TMl) againat the
     award of a contract under invitation for bids (MD) .No, N00039-e
     73-B-0254, Step 11, issued by the Navc. Electronics Systes
     Cuiand (HfEB),

          Request for Proposals (RM) N00039-73-4-0254(Q) Step Z,
     calling for unpriced technical proponals for high take-off
     anmgl antennas and uncillary itemul, 'ms issued on Pecembar 1,
     1972.  Proposals were received from TCI and from Crnger
     Ashociates.  After holding discussions with both offerors, the
     Navy determined that the proposals vubnitted by both firn as
     supplemented were acceptable. On February 23, 1973, t1e second
     step TYB was issued, calling for prices on the proposal deemed
     acceptable. TCI bid $173,297.90. while Granger bid $156,899.85,
     and after evaluating transportation costa the Navy determIned
     that Grunger'o bid wan the lowest.

          Section I of both the Stop Iand Stop U1 solicitations
     contained the followinS provinion:

          3.4.5 - Tower climbing equipment. A ladder with
          safety climbing devie eshall be provided for climb-
          Ium the full lnngth of the tower.
