  requesting an advance decision as t6 the propriety of certifying for pay-!
  %ent certain transportation and travel expenses claimed by Mr. Bernard I.
  Lesfer, a ational Aeronautics and Space Administration (NASA) employee.
  in conection with his permanent change of station from Silver Sp,:ing,
  *aryland, to Cleveland, Ohio, effective November 30, 1971.

       Hr, Lefer yas issued Travel Authorization No., 2381 on Ilovember 24,
  1971, which authorited, awnX other things, a temporary qua:ters ai1M?
  onee and separate travel for Mrs. Leefer and his fatly. 11r, Leefer
  departed his old station oa lovember 29, 1971, via private vehicla and
  arrived Au Cloveland, Ohio, that same date, ie stayed in comercial
  lodaIng, obtaining, receipta, until he moved out on Decmber 20, 1971.
  Hr. Lefer says he then stayed in his 1971 Ford Econolita house-type
  vehicle while it was parked on the streets of Clevelandp Ohio, during the
  period of December 21 through Decqnber 29, 1971. ie aaintains ho made no
  expenditures for lodpjing during this period and therefore receiptu are
  unavailable to substantiato the fait that he did reside tn his vehicle
  for the period here involved, You suspended payment for this period on
