      protest the decision of the Navy Purchaing Office (IAVPiJO$,)
      Washington, D.C. to reject @s late your bid submitted under invita-
      tion for bids (in) no, O0600-73-B.CQ2.

          The subject 1   was issued by the Navy on April 13, 1973, The
      solicitation provided that bids would be received in the issuing offire
      until 11:00 asm., ee.st,, rMay 7, 1973. Your bid, which va  sent
      Special Delivery, Certified, as not received until 1:M42 pm., on
      MAy 7.

          Armed Bervicus Procurement Regulation (ASPW) 2-303, which governs
      consideration of late bids, provides in regard to late bids sent by
      ertified mail:
