     This contract, entered into on tsptenber 41, 19W8 parmmnt t)
 section 8(a)(1) of the muafl Tuinesa Acts, 5 U.8C. 937()1
 called for the furniuhing of 310000 badoleera for 40z cartridgea
 at a price of $201,500. EM avorded subcontract No. Si34O022-8(a)
 on September 13, 196  to Elegant Gunentas, Inc.. (Elegant)i for th
 perfonnnce of the prime contract. Since Elegant, an ethnic minority-
 owned company, vas umble to obtain conventional financing, EIA
 authorized advance payments in accordance with its policy of aMding
 such ccncerns o become competitive, eelf-uustaining businesses,,
     (k Auguat 19, 1969, MA and APSA entered into Contract ?kd. AA09
70-C-0006, for an additional 200,000 of the some bandoleers at the
same unit price. Thia additional quanbity was added to the origin&l
