      Weh t io in referenci to a OZntter to this Office, dated Kay 2,
1973, frons the AssistantS ecretary of the Navy zequesting a decision
as to whether th definitiou of household Roods contained in para-
graph f8000-2 of the Joint Tr'avel Regulations may be revised to
include boat components and acceisories as acceptable items for ship-
sent as houselold goods.  Ts request was assigned Control No. 73-26'
by the Per Dien, Travel and lWaniportacion Allowan.ce Couatttee.

     la his letter the Asistant Socretary of the Ifavy refers to our
dacision, 44 Cozp. Gen. 65 (1964), Indicating that although pertinent
statutory authority governing the trunsportation of household goods
excludes an automobile, nevertheless, we said we wokld not object to
the inclusion In an ameandment of the Joint Travel Regulations, of
automobile spare part5, tires, etc,, as acceptable itmw in household
shipments. It vas stated further that it was coinnon knowledge that
uch itemse whea not in use on the member s automobile, are usuatly
kept In the house or garnge along with othar household goods and
generally are treated by the member as household goods. A decision
is requested, based upon this rationale, as to Whether paragraph
H8000-2 of the Joint Travel Regulations may be revised to include
boat componentV, such as outboard motors, seat'cushions, life
jackets, and other boat gear. au acceptable items for shipment as
household goods.

     Under the provisions of 37 U.S.C. s406(b), in connection with a
change of temporary or permanont station a member is entitled to
transportation at Government expense of baggage and household effects
r reimbursement therefor, subject to the provisions of section 406(c),
to ouch conditions and limirations as the Secretaries concorned may
proscribe. Pronmulgated pursuant thereto, paragraph 118000-2 of the
Joint Travel Regulations currently in effect, defines the term
household £ood as furniture and furnishings or equipanato clothing,
baggage, personal effects, professional booku, papers and aequipment
under the couditions described in subparagraph 3, and all other
personal property associated with the houe and person. sBased upon
