Dear Covernw Parker:

     Reference is rade to your letter of July 12, 1973, requestitg a
deciaion from our Office concernins th.! payment of tropical differnti4l
to certain female wiployes of the Panaa Canal Zone Govarnment.

     You state that the United States citizen employee of the Caal
Zone Government generally have permanent status, as distingutahed from
a limited tour of duty, and may remain in the Canal Zone duringnall or
moat of their working lives. As a result, their families and thone of
United States military personnel in the Canal Zone forn a pool of United
States citizens fron which appointments to tha positions in the Cana)
Zone may be made without the need of recruitmnt from the United States,
Obviously the dependent who reaches najority, is employed, and estab-
lihes his or her own household in the Canal Zone omay occupy a Job that
i the reason fcr the fauily in the ae-., because persons who are the
immigration responsibility of the United States tan remain there only
so long as thvy are employed by the Government.
