             Reforence to mde to your letter dated July 19, 1973, protesting
        on behalf of Wost'aonk Data Entry, Uiviuion of Wetbank Business College,
        Incorporated, against the award of-a contract to the low bidder, Cooper
        Data Systems, Inuorporatad (Cooper), under invitation for bids (tFD)
        No. 60-73-B, issued May 29, 1973, by the Forest Service, Southern
        Forest Experiant Station, Hew Orleans, Louislana.

             T(w invitation covers card handling support services ralatinc to
        automstic data proceseing work on a pick-up and delivary basin, the
        pick-up and delivery station being thn Southern Forest Experivent
        Stationu. Bids were opened Jtna 22, 1973t and the low bid was submitted
        by Cooper. You contend that this bid nay not be accepted bocause it
        was unsigned.

             The unsigned bid, however, was accompnnied by a signed Experience
        Questionnaire hwb van required to be     - qmitted with the bid and which
        contained the solicitation nuiber and an affirmative statement that the
        firm has adoquate personnel and equipment to perform the required
        sarvices. The Forest Servics accepted the in bid in accordanco with
        Federal Procuroent Regulations (YPR) 12.405(c) which provides that the
        failure of a bidder to sign his bid may be aived as a minor informality
