  Dear Colonel Love:

Yurther reference is wade to your letter of May 15, 1973, reference
BCARFA-P., forwarded here Ly the Pet? Diem, Tray. and Transportation
Allowance Committee (PATAC Control o. 73-36), requesting an advance
decision concerning the legality of payment of atravel claim submitted
  by Mr. Edward P. tlcFadden.

Mr. McFaddents voucher, encloased with your lUtter, preaents a cla i
in the amount of 07.04 representit'g reimbursement for performance of
travel by privately owned vehicle ketween Wellsburl, Went Virginia, and
Oakdale, Pennsylvania, on June 20, 1972. The purpose of the travel was
to obtain a Defenn Department Form 1482, MAC Tranaportetion Authorization
(HA) required to ba in the ravelerws possession in order to obtain return
transportation to th. Canal Zone after a period of home leave. It wa
necessaxy for Hr. KcFdden to drive frou Wr.lburg (hi point of home
leave) to Oakdale in order to obtain the necessary form from the nearest
military installation, Oakdale Army Base. The reason for this is ex-.
p$ained Ln an administrative report on ;t claim, in pertinent part, as
follns:

       2. The use and prepaiation of the HRA ;ta soverned by
AR 59-21 (joint). Parltraph 3 of this dLrective provides
for issuance of an MT.A at the MAC APOE b7 the Passenger
Liaisod Office (PLO) for those passenguz: reporting
without tho completed form. flMITS policy, however, is
to discourage issuance of this document sat t~e terminal
since standard reporting times are base. on MWC flight
close out times, To obtain an MTA at the terutal take.
additional processing tiue awhich would have to be added
to the present two-hour reporting time. Since the
majority of travelers arrive with the required MA, it
isn ot appropriate to penalize all passeners by in-
       creasing reporting times. 1,
