    1973, by private automobile and at that tine was fowid uedically
    disqualLfied for acceptance as a cadet into the academy class or
    1977, due to the oxtstence of the sickle cell anemia trait which.
  had been overlookrd during his initial physical exaaination. It is
    indicated that ap.)arently this trait had bNen present from his b.ftth.
    As a result, you iay Hr. Vessels was not administered the oath
