          We refer to the report of July 20, 1973 (ADW), from the SPect
     Axesant for Prommureent Liaison, H;ation al Oceanic and Atmospheric
     Administration (NOAA)s concerning the protest of Motorola, Incorpo-
     rated (Motorola)s under invitation for bl  (I.4) Roo 03-3918-B-12,
     issued April 20, 1973, by the 110A, Lake Gurvay Center# Detroit$
     Michigan, for a portable lake positioning system.
          The IFB called for a bid on the basis of a riniu rental period
     of three months, with a provrata extension of the contract if required
     by the Goyer ent.
          Special Provision 6 provided:
          The Goverr ent may, at mny time following the acceptance
          of the equipment: purchase any or ell iteo The price
          the Government shall pay will be tia purchace price of
          the equipment, ouch price being that paid by the Conn
          tractor's most favored customers 1qv 100% of the lease
          payments The equipment shallI be dlicontinued from lease
          on the day imediately preceding thi effective date of
          purchs.
     Item one of the bid schedule, after a briel des criptiou of the required

          Bids ware opened on May 11, 1973, euAthe orly two bidders were
     Motorola and Del Norte Technology, Incorporated (Del Norte)* on a
     separate equipment list, Del N!orte Indicated a three month rental price
     of $15p144 and a purchase price for all items totaling $59,939.o
     Motorola bid for item ono was $9,426 but the bid mmi rejected as non-
     responsive f67 faAlura to state a purchase price. The Del Iforte bid
     was eaccpted, but exercise of the purchase option awaits disposition
     of the Motorola protest.
