  Dear Mr. tuchanani.- -

We rafar to your letter receivad Lu thiu Offic on January 10, 1973,
which raquests, in effert, that we reconsidojw the August .24p 7.972 actioh
of our Transportation aud Claim Division wthrein.yurUir for add-.-
tionul per die allcmnrnc63in connewtion with terporary iltty you performed
at the Philndolphia Havfd, Ehipyard was disallmed, In &ccordance with
your reauest w have reviewed th entire Uil relative to your claim,
The reaord Indieates that you were one ofa vxwbor of employeet of

theIforfolt Naval Shipyard 0ho era assigned ttwporary duty at the Phila-
delphia Haval Shipyard during late 1969 and early 1970. Your travel
orders for that dty, al d the amandrentm thoreto, providod for the pay-
mont of per dieaa at the %Ate of $25 for the firstt 8 days, $22 Xor the
naxt 22 days, and $18 thereafter until Harch 2, 1970, #from which time
until the and of your tonporary duty tlio per 4$omr rate was established
at $22. It is also Indicated that as the resuPt of an appeal to the
Office of Civilian Kenopor your per d2.em rates were revioied and the
Department of the avy vInroaood the per diet pcyab,1e to you and other
claimants from $25 par day for the first 6 dayo to $25 per day for the
first 30 dayo of the te-vporary duty and yiu wars paid an additional
  amount of 066,

It is your contention, hoawaver, that othars working at the shipyard
never had their per dicn reduced to the lowei rate of $18 and you state
that ym can't understand hcnr the cost of living ce9 jump from 025 per
day doun to $18 per day and then back up to $22# thus Justifying the
corresponding Jumips in' the per diem rates. heirefori you are seking to
have your per diem rate adjustad to $22 per day Y'r those days that you
wera paid at tho $18 rata.

Th' applicable regulationa governing the payment of per diva in
connection with travel and temporary duty arn found $n chapter 8,
Volum 2 of tho Joint Travel Regulations (JTR), Those regulations, vs
                  tI
