      The claim relates to a shipment of Go\w-%irnanI: property trans-
      ported fraio Fort Estill, Kentucky, tb Dovcr Air Force Bane,
      Dalaare, under Govorniuaent bill of lading (aLL) V-3350172, datod
      June 3, 1970.

           Review to oouaht on the baste of a letter from tha Bureau
      of Operations# Interatato Coomarce Commission, dated Fobruary 18,
      1972,  hich indlcatec the bellef that bonb fins and bodies cannot
      be considered to be blauting supplies.  The lTttor further Indi-
      cates the possibillty that the term explosivett would include
      such bomb parts, depending upon the particulcr'circt-%sntances
      surrounding each individual shipment. You therefore contend that
      the bomb fine were properly rated as explosives.

           The ohipmont in question consisted of 11,911 pounds of
      articles (including dunnage and pallet weight) doecribed In the
