             Reference is made to your letter of February 13, 1973, on behalf
         of thres employees of the Social Security Administration, Bureau of
         Retirement and Survivor* Insurance, Cl l Authorization Branch, Chicago,
         lini c, oncerning theirIclaisa for additional pay incident to the
         failure of the agency concerned to procas promtionu for thee ims
         diately upon :ompletion of one yar's Sorico,

             According to your letter, these eqloyaeu entered on duty with the
(+      Social Security Administratirn on August 23, 1970, as Claims Authorizer
        Trainees, grade GS-7, and were to receive career-promotion  to grade
        M,-9 ftet satisfactorily coplting one year of service. You contenl
        that since these employecs copletod one year of atisfactory service
        on August 22, 1971, their prootio  to 03-9 should have been process*d
        and made effective August 23, 1971. You qustion the action of the
        Department in dolaying such promotions until September 5v, 1971p, the
        next gufl pay period following the completiou of one full year. We
        note that the employees concerned were not procmoted until October 17,
        1971, and that their  l     for retroactive p9y from September 5, 1971,
        to October 17, 1971, were disalloved by settluents of the Transpora- •
        tion and Claims Divisim of this Office datr- t)ezeber 18, 1972.

             It was adnistratively reported in-connetion with the considera-
        tion of the prior clai   of these employees that the promtions in
        qtestion were delayed.pursuant to a Department of Health, Education,
        ad  Welfare (1H?) policy to maintain personnel wattaers In status quo
        for a temporary period. Such policy included the placement of a hold
        on promotion actions, ncluding promotlions to career ladder positions,
