          Dear Mr. Fsivcbrnn

               Your letter of April t, 1973, and prior correspondence, on behalf
          of Consolidated Airborne Systems, Incorporated (CAB), protested against
          award of a contract to another firm under request for proposals (RFP)
          NO. F3367-734O3012, issued July 14, 1972, by the Directorate of
          Specialized Subsystem, Wright-Patterson Air Force Base, Ohio.

               The VWP solicited technical and price proposals for a fixed quantity
          of temperature indicators. Six offeroru responded. (including CAB) and
          their proposals were submitted for evaluation. Aftdr a review of the
          price propouals, the contracting officer suspected a possible mistake in
          the CAB price. Accordingly, #te contracting officer when writing to CAS
          concerning deficiencies in the technical portion of its proposal ine
          eluded the foflowing statement in a letter dated October 18, 1972:

               1. Reference subjeet EP, ths Contraiting Officer questions
               your ability to perform work bid on aS. prices quoted because
               of the large differential betwe'an your prices and others
               quoted.

          The contracting officer also sent letters to the other tive offerors
          requesting pricing data and technical clarltcationa. The letters sent
          to CAB end the other offerors also stated that the closing date for
          nesotiations, at which time the offeror's best and final offer must be
          received, was November 3, 1972I CAB verlfitt its price by letter dated
          October 31, 1972, and elttough the five other ofiferors lowered their
          prices, CAB' Initial price was still iyas of November 3, 1972. Con-
          sequently, the contracting officer requested the cognizant Defense
          Contract Administration Services (DCAS) office to make a preaward our-
          vey of CAB. A complete award was recomended br report dated November 17,
          1972. However, by letter dated November 22, 1972, the contracting officer
          requested that each offeror certify the use or non-use of jewel bearings.
          Also, each offeror was notified that the closing date for receipt of this
          cettification ra November 30, 1972, and any revisions to the proposal
          received after the closing date would be treated as a late proposal.
          Two offerora lowered their prices, which rosulted in the displacement of
