     Reference is mwtd to your letter cf June 19, 1973, and prior
correspondence, concerning your/protest against afloged excessive
bonding requireentsunder Depairnent of the Air Force invitations
for bids (M) ,os.O cT6-773-B-0095, F09650-73--0525, FI6O2-73-0
B-063B and FO5600-73-B-0387, israed by Moody Air Force Base, Georg1a,
Robins Air Force Base, Georgia, Chanute Air Force Base9 Iflinoim, and
lovry Air Force Basc, Colorado, respectively, The Air Force has ad-
vieed our Office that it found it necessary to nake awards under the
subject invitations prior to the resolution of your protests by our
Office.

     Each of the subject invittions covered the procurement of food
handling services ahich wdro set aside for mma. business and each
invitation contained requirements for a 20-percent bid bond,
100-percent performance bond and a 50-percent palnment bond. It is
reported that on ay 2, 1973, the respective contreating officers
reevaluated the performance and payment bond requirements set forth
in the cited invitations and they subsequently determined that such
requirements could be reduced to penal amounts of 25 percent for the
performance bond and 25 percent for the payment bond.

     You contend that the bonding requirements in the invitations in
queation are excessive. You maintain that for service contracts,
the penal amcunts should be as folowa: 10 percent for bid a    per-
formance bonds, and a penal mfn not In excess of 5 percent for pay-
ment bonds. You state that your firm, as well as other smafi business
qcnpetitors, entem perhaps 15 bids in order to get one or two awards
and because of this need for a multiplicity of almost simultaneous
offers, and the fact +at the bond underwrtter appraises the totAl
