   Dear Mr. Wagnar:

         We refer to your letter of April 18, 1973, requesting the opiniou
    of this Office as to the propriety of rair.bursing Hr. C. 3. Bastiu the
    additional expense of shuttle service incurred by him for shldpnt of
    household effects incident to his change of perntsnt duty station from
    Aiken, South Carolina. to Blue Ridge Summit, Pennsylvania, in february
    or Wiarch of 1972. Hr. Bastin 'n  been reimbursed for the transportation
    of household effects on a coruted rate basis.

         Upon its arrival In Blue RidGe Stxamtp the moving von Ras unable to
    negotiate the diarepairad private road landing to the enploye's rail-
    dance.   it. Bastin's household affects era therefore transfarred to a
    smaller vehicle capable of driving over the road and were delivered to
    his residence at the additional charge of $296.61 which is th, ubject of

         Kr. $astin states that as an alternative to havlug his houehold
    effects shuttled by the smaller truck, he could have placed then in stor-
    aue until the road was repairad. Had he dons no, it is his contention
