               This is in reply to your letter dated flay 24, 1973, protesting
          any award of a contract by the General Servicss Administration (GSA)
          for the sale of surplus property at; the U. So Naval Retraining Com-
          mand - Area 1, Camp Elliot, San Diego, California.

               Essentially you contend that th Environmental Imptct Statement
          prepared by GSA pursuant to the National Mvironmental Policy Act cf
          1969 is inadeoquate for various reasont and that the sale should be
          postponcd uictl an adequate statement ti prepared, circulated, and
          other aiterrattves to a sale considered.

              The guidelines issued by the Council on Environmental Quality
         (36 Fed. Reg. 7724) and implementing orders of the various agenciet
         (for current irovis),ons regarding property sales by GSA see Y Fed.
         Reg. 555) provtde for obtaining the views of interestel parties
         resarding environmenttl considerations of proposed Government action.
         Objections in terms of the effect on the environment may be raised
         at the approptiate time.  During this procuss, and until 30 days after
         issuance of the final statement, agencies are to refrain from taking
         the proposed action, thus poviding ample opportunity for considEration
         of the Iubsraative 1suos raised,

              hlile we botieve that we may have a role in insuring thatn the
         opportunities for discussion and oblection hutve been provided, for
         us to consider the adequacy of environcental impact statelents from
         d substantive viewpoint would conflict with and detract from the clear
         scheme in the Council's guidelineI for a priow, timely discussion and
         resolution of such problems.
