      transferred mvloyee'. ontitleant to reimbursecsnt fow rtiocation
      expenses in the ciretcastances set forth below. If ths enloyee is not
      entitled to reimburamnent a decision is tequested as to the propriety
      of withholding froca the mny dLe him at separation I rot Covirant
      service the Sm advanced for the purpose of travel expenses Lncident to
      his transfer.

           The record Indicates tat the emloyee, M., Hum  L,   skolot:, a
      Spuzcial Agent of the Customs Agency    rvice, WAS transferred from
      Los Angeles, California, to W'ashingtou, D. C., Iu September 1971. I
      was advanced ;2,550 by the Coverwne'it to cover, travel costs apA the
      expanse of transporting and storing his housetold goods but through
      administrative error he was not required at that time to gign n agree-
      ant- to remain in Covernont service for 12 montho ofter his transfer.
      Although the employs* performed the require4 travel in Septenesr 1971,
      he id not subit a voucher for his travel end transportation cxpcnucs
      until Harch 9, 1972. The voucher sunitted was In the omunt of
      01,59t.05 and was approved by Hr. Kaskovtts'u suprvisor, but rns not
      certified for payment, Further, Hr. KaskoltF did not ref,'nd directly
      the smount by vhich the advance exceeded the expenses claimed. On
      March 10, 1972, appvoxiately 6 iontho after his transfer, lit. Kaskeitz
      sulaitted his resiteution to accept employmont outside the Federal
      Goverrent,

           Since Hr. Kaskraltz did not sign a service aireement and id not
      complote 12 months of Go '.;vent service after his transfer, the agency
      has tdthheld the full munt of the advance partly from the salary and
      the lump-sum leave payment duo him and partly from the refund of his
      rotirenent fund balanc~a which he had requested. Hr. Kaosl oLtz has
      claimed $L,591,05 of the rsnaunt withheld hrom the riorwy due him upon
      his separation representing the travel and transportation expenses
