                   General, U. B. Arm- Electronics Cnd, protesting the
        ward of a contract to Federal Electric  orporstion (Fc) under
        Request for Qotation DAABO 7T-Q0l429. Copies of this protest
        were referred to this Offi e on July 23.1, and in viev of such re-
        ferna we have been advised that the Army does ot intend to reply
        to Your protest.

             Your basds of protest is that ME'a quotation is so unrealisti-
        cally low that it will be- Impossible for FEC to perfo  m at the price
        • .   pwAd that   ience of its quttion violates the Goverment' a
        policy of avoiding quottons which are so low as to indicate the
        offeror is bvying the Cont:rct. You also allege that the Govern-
        ment's price analsis m bare been inaeq*ate, and you request re-
        evalation of the pricing aspects of the FEC pzoposl, together with
        a copy of the FEC costing pa*Ae to enable you to point out areas
        of unreailstite, erroneous ani/or emitted cots. Finally, ym advise
        that notice of award van not sent to yum on a timely basis.

             Request for Quotation BLO7-71-Q-0o429 solicited 21 fims to
        quote on services and materials to operate and maintain a broadcast
        station in the Republic of V.etne for 12 onths (P7-72) with an
        option for 12 additional months (7Y-73). The two parts of the state-
        ment of work listed periods of operation,, minimm mannin requirements,
        intemn~ce and overhaul schdles, conztruction of cme new facili-
        tiea;, acquuistion of equldmlt, reports and data preparation. Three
        firma submitted proposals on My 18, 1971. All proposals were tech-
        nically aeceptable, and the Iices proposed before negotiation were:
