    Dear Mr. Secretary:

         ,Pe have been interested in the Medicare orogram since
    its beginning and have issued several reports, including
    one on lengthy delays in settling the costs of health
    services. Because many of these services were furnished
    in 1966, 1967, and 1968, we became concerned with the
    possibility that, if overpayments occurred, the statute
    of limitations (28 U.S.C. 2415) would bar litiqation if
    reoayments were not mnade. We therefore began a review in
    October 1972 of the overpayment cases wnich were with the
    Bureau of Health Insurance.

         ve want to invite your attention to the fact that
    this report contains recommendations to you which are set
    forth on pages 5, 10, and 13. As you know, section 236 of
    the Legislative   eorganization Act of 1970 requires the
    head of a Federal agency to submit a written statement
    on actions he has taken on our recomnendations to the
    House and Senate Committees on Government Operations
    not later than 60 days after the date ot the renort,
    and to the House and Senate Committees on Appropriations
    with the agency's first request for appropriations
    made more than 60 days after the date of the report.
    We shall appreciate receiving copies of your statements
    to the committees.

         Copies of this report are beinq sent to the Director,
    Office of Management and Budqet.
