Accounts. ID-77-38; E-165828. August 30, 1977. 23 pp. + 5

Report to the Congri. ; by Elmer E. Staats, Comptroller General.

Contact: International Div.
Budget Function: International Affairs: International Financial
Programs (155); Ccmmerce and Transportation: Postal Service
    (402).
Crganizaticr Concerned: Department of the Treasury; Department
    of State; Postal Service.
Congressional Relevance: House Committee on Post Office and
    Civil Service; Ccngress.

The Universal Postal Union--composed of the United
states and 156 other countries--makes the rules for exchanging
mail between ccuntries and sets charges for services performed.
In 1S76 the United States charged other countries $47 million
for internaticnal mail services and was charged $59 million.
U.S. agencies are actively pursuing collection of balances due
the United States and U.S. flag carriers. Findings/Conclusions:
Monetary gains or losses are incurred in settllt.9 international
postal accounts because there are differences netween the market
exchange rates of the countries' currencies and their exchange
rates set unde* the monetary standard used 1.o settle accounts.
Continued use of the gold franc as the mone,:ary standard of the
Universal Postal Union is unrealistic. Coor.ination between the
Postal Service and the Department of State in collecting
delirquent debts owed the United States and U.S. air carriers
for international mail services has improve? in recent years.
ReccmmendationF-: The present monetary standird, the gold franc,
should be replaced by a more realistic staT.dard for setting
charges and settling international mail accounts. More equitable
procedures should be established to deter Aine and monitor
charges for handling and distributing int.ernational mail.
