         The President's 13th special message for fiscal year
1977, which was transmitted to the Congress pursuant to the
Impounduent Control Act of 1974, included a rescission )roposal
of $65 ,000 for the National Transportation Safety Board; three
deferrals proposed for the Departments of State, Treasury, and
TZailsportation; and revisions to previously transmitted
deferrals. Findings/Conclusions: Based on the current
congressional caleadar, the 45-day period of continuous
congressional session during which the funds proposed for
rescission may be withheld, pending consideration of a
rescissicn bill, will end September 25, 1977. Revisions to
previously submitted deferrals of funds appropriated to the
President for international security assistance and military
assistance and to the Department of the Treasury for the State
and Local Government Fiscal Assistance Trust Fund were proposed.
New -'oposed deferral; were for funds for the Antirecession
Fina,.-ial Assistance Fund administered by the Department of the
Treasury; the construction of metropolitan Washington airports
through the Federal Aviation Administration; and the
a:quisition, operation, and maintenance of buildings abroad
under the Special Foreign Currency Program of the Department of
State. The information provided in the message is correct, and
the actions being proposed have beca clearly and accurately
