          Streamlining the Department of Housing &nd Urban
 Developmentfs (HUD's) organization through consolidating field
 offices and realining selected regional and field office
 functions could improve its delivery of services to the public
 at reduced costs. Findings/Conclusions: Streamlining HUD's
 organization could improve services to the public and save money
 by reducing the resources needed to provide the services. It
 would also reduce the potential for duplicate ',ork and
 fragmented authority and responsibility which have been problems
 in the past. This streamlining caa be accomplished by reducing
 the number of field offices and requiring field offices arl
 regional offices to operate selected dissimilar programs, with
 both reporting to the central office, or by requiring field
 offices to operate all programs now being done by both field and
 regional offices. Recommendations: Congress sbould request the
 Secretary of HUD to submit to appropriate committees the
 reorganization plan resulting from the Department's
 organizational assessment before implementing the plans. The
 plan should explain in detail the changes, and it should address
 the following issues: cost benefits anticipated from the plannel
 reorganization; improvement in program responsiveness that wiLl
 result; changes in staffing requirements forecast for a
 reasonable period subsequent to the reorganization; and the
impact on organizational patterns, roles, and authorities of
regioni1 and field offices. (Author/Sc)
