     Dear Mr. Simon:

          your July 1, 1976, letter rec*_,ested that we review
     the U.S. Postal Service's use of the railroads for trans-
     porting the nails. Based cn your letter and subseouent
     discussions with your staff, we focused our review on
     (1) why the Service's use of the railroads has declined,
     (2' what types of service the railroads are able to oro-
     vide, and (3) whether the railroad industry is receiving
     an equitable cpportunity to oztain riail transcortation
     contracts.

          We found that

          --the Service's use of the railroads has decined
            primarily because of (!) redi, ction ir available
            rail service, (2) qr)wth ef hiohwav mdo aiL modes
            of transportation, (3, increased c:'.etiticn fromn
            trivate bulk mail carriers, and (4) establishment
            of mail delivery standards;

          -the railroads are coczetina crimarily in the nove-
            ment of bulk m.ail; and

          --the rilroad industr-- is receivin= an ecuitable
            opo o:t.it % to _--zi- a  -rznsprtAt4on contracts.
