The President's 10th speci&l message for fiscal year
1977 reported two new impoundments of Energy Research and
Development Administration funds totaling $127.2 million for
operating expenses and plant and capital equipment, and a
revision to a previously transmitted Commerce Department
deferral for Maritime Administration ship construction.
Findings/Conclusions: GAO concluded that the information
provided in the deferral proposals and the supplementary report
was correct and that the proposed actions had been clearly and
