Human Resources Research and Develcpment Rnsults Can Be Better
hanaged. FPCD-,7-43; B-159797. April 22, 1977. 53 pp.

Report to Rep. George H. Mahon, Chairman, House Committee on
Appropriations; by Elmer B. Staats, Comptrcller General.

Issue Area: Personnel Management and Compensation (300).
Contact: Federal Personnel and Compensation Div.
Budget Function: National Defense: Department of Defense -
Military (except procurement 6 contracts) (051); General
    Government: Central Personnel management 1805).
Organizaticn concerned: Department of Defense; Department of the
Air Force; Department of the Army; Department of the Navy.
Congressional Relevamce: House Committee on Appropriations.
Authority: Army Regulation 70-8.

In spite of the fact that personnel costs accounted for
61% of the Department of Defense0s (DOD) outlay of funds in
fiscal year 1976, a very swall proportion of frnds was devoted
to human resources research and development. A GAO review
revealed a low rate cf utilization of results cf such research.
Reports published from 1q73 through 1975 were intended to
support changes to regulations, policies, training programs, or
eguipmert. FindingS/CoLclusions: lhirty-eight percent of the
374 reports published were not used because of impressions that
results were for informaticn only cr of questionable value, or
users were unaware of results. Management of the use of this
material should be Improted. Reccamendations: Better
utilization of research ani develolment results may be effected
if DOD will: (1) establish criteria for identifying results with
immediate use potential; (2) improve communications between
researclers and users; (3) develop systems for monitoring of
utilization; and (4) establish a management mechanism for
resolving issues which prevent utilization. (HTI)
