[Magnitude cf Nonappropriated Fund and Related Activitie, ii the
Executive Branch]. FPCD-77-28. April 25, 1977. 13pp.

Report by H.L. Krieger, Director, federal Perscnnel and
Compensation Div.

lsue Area: Personnel management and Compenzaticn: Compensation
    (305).
Contact: Federal Persrnnnel and Compensation Div.
Budget Function: General Government: Other General Government
    (806).
Congressional Relevance: House Comsi tee on Arsed Services;
    Senate Committee cn Armed Services.
Authority: General Accounting Office Act of 1974, title III
    (P. L. 93-604).

A survey was conducted of the nonappropriated fund
activities operated ty executive agencies to sell merchandise or
services to Government personnel. Data supplied by departments
and agencies cn the rature and size of such activities and where
they are operated arc listed. A brief descripticn of each
ronappropriated fund activity is presented together with data on
its current assets on June 30, 1975, and its gross revenue
during fiscal yeai 1c7!. A summary list also provides data on
the totals for each department or agency and is keyed to
detailed lists of nonappropriated fund activities.
Findings/Conclusions: Executive departments and agencies
reported nonappropriated fund and related activities with over
$1.6 billion in current assets and over $8.2 billion in gross
revenues. The Departsent of Defense has, by fat, the largest
number of activities, accounting for 98% of the assets and
revenue reported. Scae reporting offices took the position that
certain of their prcgrams were not Government nonappropriated
fund activities but were private associations nct off. cially a
part of the Federal Government. Since there is no official
definition or commonly understood cpinion of what is or is not a
nonappropriated fund activity, il. is difficult to gather
reliable information about nonappropriated fund activities in
the executive agencies. Do attempt has been made to establish
any criterion which would strictly classify tbe activities as
nonappropriated fund activities or ctheivise. (Author/SC)
