         Six nuclear poverFlants were visited to observe
security systeas and evaluate their efftctiveness.
Findings/conclusions: 2he Nuclear Regulatory Commission INRC),
which is responsible for assuring security from sabotage, had
not operated decisively. Security *ystems at all plants visited
could be inadeguate to withstand sabotage attempts. NRC's
failure to define the level of threat and to establish specific
requirements have allowed inconsistencies in security systems
from plant to plant. Regulations pioposed in 1974 would improve
security, but as their implementation will take time,
precautionary measures must be taken for plants now operating,.
Recommendations: The Cheirsan of the NRC shuld: (1) establiih
criteria for judging acceptability of allerrative protective
systems; (2) establish ind implemeDt improved in-,pection
procedures; (3) upgraee guard forces; and (4) increase interim
