            Attention: Hr. David Main

       Dear Seuator Schweiker:

            In accordance with your March 8, 1976, request and our -.ubsequent
       discussions with your office, we looked into a constituent's chares
       that the reorganization of the Uuited States Army Inte.-natioal Lo-istics
       Center (Center) located at .iew Cumberland Army Depot, Pennsylvania wll
       create an additional and unnecessary cost to the taxpayer. The su:cessor
       organization to the Center is the United States Army International
       Loglsiics Coumand (Command). The constituent alleged that for an annual
       payroll cost increase of over $1.3 million, employees of the Command at
       New Cumberland would be performing essentially the same work with new
       titles and higher grades. This would be accomplished, it was alleged,
       by altering position descriptions without actually chmig.±g the duties
       and responsibilities of thu positions.

            We examined records and held aiscussions with officials at Head-
       quarters, Urited Ltates A1y riateriel Development and Readiness Command
       (DARCOM), Alexandria. Virginia (f.rmerly thu United Stat.. . Army flateriel
       Command), and at the Couwand in New Cumberland. We also hela discissions
       itr£h officials of the iPhiladclpha Region of the United States Civil
       Service CommJ saion.

            We found that the reorganization when completed vill increase both the
       anuber of personnel and the overall grade structure of the Comuand.
       Although numerous organizational chsngeo verc made at New Cumberland as a
       result of the reorganization, we fotmd that no r.-ajor additional r,-..nonsi-
       bilities were assumed. Further, the-reorganization brougut about numerous
       revisions in job descriptions and job classifications for New Cumierland
       personnel. The job descriptions were developed by Department of tie Army
       personnel , ho were dispatched to New Cumberland. However, these job
       descriptions have not been reviewed by the Civil Service Commission.

            One of the key revisions in job description and classiflcati-m aff icted
       the position known as the country desk officer. This position was formerly
       clisifted a L GS-il but was upgraded to a GS-12 as a result of the
