         The Navy's Upward nobility programs were reviewed to
assess progress in the use of job restructuring.
Finding.-/Conz-lusions: Positive efforts were made to implement
the prj rans with employees receiving on-the-job or formal
train3:'i in eech of the activities. Improvemeats are necessary
in se°eral areas. The Navy has not systematically defined
probless before implementing programs, nor issued guidelines on
skills surveys. Although most activities employed job
restructuring, it was not applied systematically and equal
employment opportrnity officers were not utilizing task
analysis. Problems in developing reliable cost information have
not been reported to the Civil Service Commission.
Recommendations: The Navy should strengthen implementation of
guidelines by analyzing problems; issue additional guidelines on
using skills surveys; apply job restructuring techniques more
systematically; strengthen compliance; and report cost problems.
