         The assistance provided to Nicr.ragua following the
earthquake in December 1972 could have been more effective had
all projects been completed on time and had the Nice.raguan
Government provide? adequate maintenance of projects frter they
were completed. Findings/Conclusions: The assistancc greatly
elped in taking care of immediate needs and restoring public
services and facilities. Many of the Las Americas housing units,
constructed in Mdy 1973 still lack indoor bathroom facilities,
however, and the reconstruction of some public facilities is 2
years behiDd schedule. Recomm(ndations: The Administrator of
the Agency for International Development shculd stress to the
Nicaraguan Government the need to complete the hcusing and
reconstruction programs in the shortest possible time and, in
considering future levels o1 assistance to the Nicaraguan
Government, take into account the manner in which facilities
previously financed by the Agency are 2aintained. Th- So7rerary
of the TreasurTy should irnfore U.S. representatives to
international organizations that they should carefully consider
the maintenance performance of the Nicaraguan Government in
voting on future assistance programs. The Secretaries of State
and the TLgasury and the Administrator of the Agency for
International Development should seek to formalize coordination
so that complete and current informatioL on the progress of
planned and ongoing projects is available to the Agency and the
