         Budget authority requirel for obligations under the
Irnoundment Control Act of 1974 was released.
7tndings/Conclusiens: In his seventh special message for fiscal
year 1S?7; the President proposed nine rescissions. Congress did
not act favorably on: S525,000 for the U.S. Iravel Service, $1.3
million for the National Oceanic and tmospheric Albinistraticn,
and $6,803,000 for the U.S. Coast Guar. The period during which
the funds were allowed to be withheld pending Congressional
action on rescission requests ended on march 1II, 1977. The
budget authority has been apportioned and made available for
use. Congress acted favorably on the following4 $41.5 million in
funds apprceriated to the President; ir. the Department of
Defense -- $143,600,000 for retired pay, $452,600,000 for Navy
shipbuilding and conversion. and S140350,000 for kir Force
zocurement; and $12 aillion for the State Department. A
iroposed Small Business Administration rescission was withdrawn.
Congress also disapproved of three deferrals cf budget authority
for the Energy Research and Development Adinistration. (iRS)
