Total estimated costs to construct the project
increased about $1 billion between 1969 and
1976. Inflation, a longer than anticipated con-
struction schedule, and higher interest rates
caused the increase.
Although the selection of and fees paid to
consulting engineers had been questioned, no
violations of applicable regulations in effect at
the time were found. In March 1976 new
regulations took effect, greatly changing the
procurement of professional engineering ser-
vices.
The county had performed some limited
audits of project costs, but the Environmental
Protection Agency had not. The Agency
inspected project construction for the first
time in December 1975.
